Q: will this raise my electric bill?

No. I do not believe so. My electric bill has not gone up due to using them.

Q: I want to use one in my house and one outside in my barn which is about 80 feet away. Will this product work in that scenario?

Theoretically, as long as the electric is fed from the same panel it should work

Q: There are no instructions included; how do you pair them? I followed instructions found online but the link sign won’t turn solid green.

Connect to the main router and once it's lit and accepting signal and all lights green, then simply plug the other one in the wall on same electrical system and it should come on like the first one. Then plug into computer.

Q: Do they need to be connected with the same wall circuit (breaker)?

No, they do not need to be on the same circuit breaker. Mine are connected with the starting point downstairs in the family room, one circuit, and they connect in bedrooms upstairs which are on different circuits than the family room.
